Scheduled Caste Component (SCC) and Scheduled Tribe Component (STC) is good on paper, but suffers from non-allocation to poor allocation and diversion. Though Maharashtra State is model for SCC and STC, only 39% of the allocated amount is spend, according to economic survey of Maharashtra 2017.
Legislation can only prevent this poor allocation and diversion. Neighboring states like Telangana, Andhra and Karnataka has come up with legislation. Though CM of Maharashtra, promised for legislation while responding to the memorandum submitted by 40 Dalit and Adivasi MLA's during winter session 2017, no action is been taken till date.
Many community organisations, civil society organisations decided to do "Budget March' on 27th February 2017, at Azad Maidan, Mumbai. We request you to participate and support us to take economic rights issues of Dalits and Adivasis further.

Memorandum for SCSP TSP Legislation was submitted to Hon'ble Minister Social Justice, the private bill was listed in Budget session and thereafter twice in Monsoon session. However, it could not get through and introduced in the Assembly.
The advocacy and lobbying efforts need to be done again, in order to have bill by government itself, we thank our donors for their continuous support to address socio-economic rights of marginalised.
